SENATE CONCURRENT RESOLUTION NO. 43

Requesting the joint committee on government and finance make a
study of the economic impact on the state of West Virginia and
its citizens caused by the reduction of federal welfare
assistance programs.
Whereas, The reduction of federal welfare assistance programs
will have enormous impact on the economy of West Virginia,
including the budgetary process of West Virginia's government; and
Whereas, The most crucial impact of the reduction of federal
welfare assistance programs is meaningful jobs, and their creation
by both public and private sectors; and
Whereas, All matters relating to jobs for our citizens,
including transportation and child care, must be addressed; and
Whereas, It is the responsibility of West Virginia's
government to bring together all aspects of government and business
to make recommendations for solutions to these problems; therefore,
be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
requested to study the impact the reduction of federal welfare
assistance programs will have on the economy of West Virginia and
its governmental budgetary process; and, be it
Further Resolved, That the most crucial impact of the reduction of federal welfare assistance programs relates to the
providing of jobs for West Virginia citizens. The study of
providing for the creation of meaningful jobs by both public and
private sectors must be addressed, with recommendation and
solutions made to the full Legislature; and, be it
Further Resolved, That all matters relating to the creation of
jobs for our citizens, including transportation and child care be
addressed, with recommendations and solutions made to the
Legislature; and, be it
Further Resolved, That the review, examination and study of
the joint committee on government and finance shall be in
accordance with the directives of the chair of said joint
committee; and, be it
Further Resolved, That the work of the study be completed and
the joint committee on government and finance report to the regular
session of the Legislature, 1998, on its findings, conclusions and
recommendations, together with drafts of any legislation necessary
to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft the necessary legislation be
paid from the joint committee on appropriations to the joint
committee on government and finance.
